only had --> had only. That's it!
I think there should be 5 underlined words instead!
The word "passeger" is definitely wrong! That word was concealed!!!

The word "passeger" is wrong. That's right. But I don't think Cindy did it on purpose and She wanted to write the word "passenger" instead of "passeger".
Because one of the four phrases is wrong.
And that's "WITH"
We never say "have a five-dollar bill WITH sb" but we have to say "have a five-dollar bill ON sb".
So the corrected sentence must be "The passenger only had a five-dollar bill ON him when he boarded the bus"
Anyway, "Only had" is definitely right. it needn't changing to " had only" as No Where To Be Seen said.
